Bitcoin has no central issuing authority, instead it uses the mining procedure to mint new coins. There's a limit on new coins creation, when it is reached the mining procedure will be stopped, and the total amount of Bitcoins will stay the same forever.
But now this point in Bitcoin development is still quite distant.
